DC to DC refers to a product that converts a source of direct current (DC) from on voltage to another.

Many modern vehicles have smart alternators which do not produce a voltage sufficient for dual battery systems. That's where a DC to DC charge can come into play.
How many amps does a DC to DC charger draw?
Left over energy from an alternator under load is likely to be a max of 35-37 amps at 14V.
Before DC to DC chargers, any voltage drop between the alternator and the battery limited the charging current to the battery.
A relatively common 5% drop in voltage resulted in not 14 volts, but only 12.8 volts. In long cabling situations, such as to a caravan or camper trailer, that voltage may be under 12V. The rest lost to heat.
The BCDC chargers boost the voltage to compensate for this voltage drop.
